Disability Disabled people are amongst the most disadvantaged. In 1986 the European Commission estimated that 10 per cent of the Community's population had some form of disability. This amounted to 27 million people. An EU directive includes a requirement for national legislation against discrimination on the grounds of disability. The UK was the first country in the European Union to introduce a Disability Discrimination Act, in 1995. Outside the EU a few other countries have their own legislation:
